GCIO forum 5-6 august Bangkok Thailand.

First of all my excuses for the late report and the missing part on the 6th of August. Because of family matters I had to leave on the 6th in the morning. See the slides of Mr Manoo and Machael at the bottom of the page.

Then the report: A welcome word was spoken by Manoo Ordeedolchest, president of ASCIO and SIPA, to all the attendants, in total almost 200 people. Below follows a report of the other speakers.

Presentation Michael Monty. IBM. The subjects of Michael were ?on-demand? government, and how governments can utilize e-business, the internet and the IT facilities as efficient as possible. According IBM, the solution is in GRID computing and utility billing. What was shown on the slides does not have to be described here. We will focus more on the comments and additional information given.

According to Michael, the main problem is mostly political, because an individual is not interested in sharing resources which also means sharing budgets, however for the organization it makes sense. Utility computing will overcome this problem because every department is charged according the usage of the ICT resources.

Globus is an open source system which implements the GRID computing concept. IBM itself is using it for the last couple of years. IBM actively supports the open source community with a number of projects. IBM invested in Linux alone for over 1 billion Dollars.

Presentation Manoo Ordeedolcest He gave an explanation of the SOA (Service Oriented Architecture) and the POA (process oriented Architecture) which is of course completely supported by the open source OFBiz system. Have a look at the slides, however I will more report on extra information which was provided.

'One stop shop' was also explained where a citizen can get all the services he needs from one point. The systems that will provide these services however need to be working together and this is where the SOA comes in so services can be rerouted. This can be even go to the extend that a request from a citizen is converted to and e-mail and the one stop service will give the citizen a transaction number which he can use to check the status of the request.

The Thai government will also setup a 'ThaiPass' facility where users can request a 'pin' number to identify the user of the government system.

He concludes his presentation with the statement that more than 10 services will be added in the next year to the few available now at the Phuket one stop shop.

Presentation Mr shih Chung-yin As you can see on the slides the Director of the department of information management of Taiwan described the situation of the internet population in Taiwan. Although what he describes is at the concept level, they are now implementing. The system in Taiwan is based on a common platform with connections to the current legacy systems. It includes the general functionality of a standard portal and he recognises that the services oriented portal is the way to go.

Presentation Mr Yip Kong Ban of NCS A somewhat commercial presentation was given showing the experiences of this company, mainly with the implementation of the Singapore e-government. He recognizes 3 main data areas: people, establishment and land. The users of an e-government site are the citizens, companies and the employees of the government. First of all basic services should be offered to have the greatest impact on the citizens. Almost at the end of his presentation he recognizes the fact that country needs a vibrant ICT industry which also supports open source and Java to be able to create a healthy E-Government system.

Presentation of Mr Surachai Srisaracam Mr Surachai apologizes for the slides in the handout not being up-to-date. He explains that already since 20 years all citizens of Thailand have a 13 digit number and the central registration is called NERS. He also explains that many systems are using this number and this makes life so much easier. He explains about the just new introduced smartcard and the provision of a single sign-on via www.khonthai.com People can also have their e-mail address in the form of nr@khonthai.com or name@khonthai.com, more services are in preparation. The next 5 years all the 13 services should be available. He also mentioned that the smartcard is using Java, so the software is independent of the manufacturer of the chip. All ministries have accepted the smartcard for identification.

At the end of the day there was a discussion between the forum members (last 3 speakers) which was the last item that day.
